Gov’t releases Ghc 20m to settle capitation grant arrears in basic schools

According to Dr. Yaw Adutwum, the minister of education, the government has declared that GH¢20 million will be made available for the payment of capitation grants to public basic schools throughout the nation.

For more than seven terms, the capitation grants have been behind schedule.

Dr. Clement Apaak, the deputy ranking member on the education committee, has repeatedly voiced concern about the government’s inability to release enough money to cover all outstanding arrears.

During a floor question session, the minister of education disclosed that attempts have been made to settle the outstanding balance.

“Mr. Speaker, capitation grant arrears of GH¢15 million were disbursed to schools in May 2023 and the remaining arrears of last year amounting to GH¢20 million have been released by the Ministry of Finance and are currently being processed for disbursement. In addition, GH¢4.2 million of this year’s capitation is also being processed for disbursement.”

The program was created to replace all parent-paid fees in public elementary schools.

It was a component of initiatives to boost school performance improvement initiatives and enhance and broaden access to education.
