Finance Minister presents 2025 mini-budget to Parliament

The first quarter of the 2025 budget was finally delivered by Finance Minister Dr. Mohammed Amin Adam after weeks of delays that resulted in a government shutdown at the beginning of the year.

A dispute over some unresolved government business, particularly requests for tax incentives, between the then-minority NDC and the majority NPP in Parliament stalled the mini budget.

Until the incoming John Mahama government produces its substantive budget for 2025, the departing government is asking for 68.1 billion cedis to keep the government operational.

Andrew Asiamah Amoako, the second deputy speaker of parliament, forwarded the document to the finance and budget committees for a thorough examination. Before coming back to the House for discussion and approval, the committees are expected to carefully examine the statistics and policy.

The government’s social intervention programs, statutory payments, public sector employee salaries, and essential infrastructure upkeep would all be covered under the temporary budget.

Parliament adjourned on December 20, 2024, without the mini-budget statement being read.

Until the incoming administration approves the entire 2025 budget, government operations depended on the Vote on Account, a temporary financial solution.

However, the Finance Minister’s absence caused parliamentary processes to stagnate, which irritated MPs, particularly those on the NDC side.

The incident was blamed on both sides of the House.
