The Constitution Review Committee has suggested a limit on the number of Supreme Court justices, advising that the Chief Justice and no more than 14 additional justices should form the highest court.
The Committee states that the proposal is part of wider reforms designed to simplify the appellate authority of the Supreme Court, intended to lessen its workload and enhance effectiveness in the justice administration.
The Committee has proposed a revision to Article 128(1) of the 1992 Constitution to officially establish a maximum size for the Supreme Court.
It stated that setting a limit on the number of justices would maintain appointment flexibility and avoid overexpansion of the Court.
Conversely, the Committee recommended not imposing numerical restrictions on the High Court and the Court of Appeal. It contended that permitting variations in the makeup of these courts would facilitate regular modifications to address population increase, growing workloads, and the changing needs of justice administration.
The suggestions are included in the Committee’s broader constitutional reform initiatives, which are anticipated to be evaluated by the government in an attempt to enhance Ghana’s judicial framework and overall democratic governance.
