Are ‘some’ parents no more able to pay? – Dr. Keskine Owusu Poku quizzes Mahama

Mr. John Mahama remains very much inconsistent on his policy reasoning and logic.

Without prejudice to the merits or demerits of the NDCs announcement of paying academic fees for first year students (though surrounded by confusion as to whether it is free funded or student loan funded), the news clearly shows the lack of policy consistency and reasoning on the part of Mr. John Mahama and his NDC.

Mr. Mahama and his NDC have sustained a consistent campaign on reviewing the cost element of free shs as they argue that some parents are able and willing to pay. For them, it is thus needless for government to shoulder the fees for all SHS students.

Rather inconsistent  with their argument on Free SHS, the NDC is proposing to fund fees for first years at universities en-bloc without applying their logic of ‘some parents are able to pay’. Are some parent no more able to afford? What has changed?

While this proposal may have its merits and demerits, it is largely driven by electoral calculus and no real policy motives. One is left asking what policy problem does this proposal seek to address? What was the problem definition? Does the scope include first year diploma, masters, and phd students or it is just the undergraduate students?

When a person who couldn’t sustain nursing and teachers training allowance comes promising paying fees for all first year students at universities in Ghana, the proverbial ‘kwatrikwa’ comes to mind.

Reflect on John Mahama’s inconsistency in his policy thinking and his objective will be visible to you.
