Auditor-General to embark on nationwide payroll audit of ministries, departments, agencies

The Office of the Auditor-General has stated that the Auditor-General would be performing a nationwide payroll audit of all covered entities on the Controller and Accountant General’s (CAGD) payroll system of the Government of Ghana (GoG) and Subvented Organizations.

In a March 28, 2025, letter signed by Auditor-General Johnson Akuamoah Asiedu, “The audit which will cover the payroll of ministries, departments, agencies (MDA) and all subvented orgainsations for the period 1 January 2023 to 31 December 2024 will include a headcount of all staff on the Government-payroll.”

“To facilitate smooth performance and completion of the audit on time, we would be grateful if the Auditors are given unhindered access to all books, returns and other documents including documents in computerized and electronic form relating to the audit in line with Article 187(3) of the 1992 Constitution and Section 11(2) of the Audit Service Act, 2000,” the statement explained.

“You are also advised by this letter to inform all agencies allied with your ministry to hold themselves in readiness for the upcoming audit.”

Invoking Section 11(2) of the Audit Service Act of 2000 and Article 187(3) of the 1992 Constitution, the directive requires complete compliance from all institutions.

To guarantee the audit is finished effectively, the Auditor-General has demanded “unhindered access” to all pertinent papers, including digital information.

Important papers such as 2023 and 2024 compensation budgets, staff nominal rolls, salary payment vouchers, and lists of recently hired, separated, and promoted employees will all be examined during the audit.

Institutions are also required to submit National ID cards for verification during the headcount, along with information of employees on study leave, interdiction, or secondment.
