EC to release Provisional Voter Register to political parties tomorrow

The National Democratic Congress (NDC) expressed concerns about delays in the distribution of the Provisional Voter Register (PVR) for the general elections scheduled for December 7, 2024, and the Electoral Commission (EC) has reacted.

The public and political parties were given assurances by Dr. Serebour Quaicoe, the EC’s Director of Training, that the PVR will be made available on Friday, August 16, 2024.

With the release of this document, the parties will have a chance to examine the register ahead of the August 20, 2024, start date of the Voter Register Exhibition.

In response to the NDC’s demand for the PVR to be released right away, Dr. Quaicoe made these statements on Wednesday, August 14, 2024, during an interview with Accra-based Joy FM.

He stressed that the EC is dedicated to carrying out its responsibilities as stipulated in Instruments 91 and 126 of the Constitution.

An essential step in guaranteeing the accuracy of the voter roll is the Provisional Voter Register Exhibition, which is held at every polling station.

Voters have this window of time to confirm the information they provided throughout the registration process. Additionally, they can request that their voter identity cards be replaced if they are destroyed or that their registration information be corrected.

The addition of unqualified names, such as those of children, deceased people, or non-citizens, can also be contested by eligible individuals.

Within three months of the registration period ending, the EC is required under C.I. 91’s Regulation 23(1) to compile and display the provisional voter register.

Each registered voter’s name, age, sex, residence address, and photo are included in this register along with other pertinent information.

The provisional register is kept at the authorized Exhibition Centers—typically the polling stations where voters were first registered—during the exhibition period.

At these centers, voters can request a variety of things, such as the addition of names that have been left out, objections to the inclusion of deceased voters, replacement of voter ID cards that are of low quality, adjustments to registration details, and modifications to registration center codes.

Every request submitted at the Exhibition Centers is recorded in the preliminary register and on approved exhibition forms.

These registration forms and forms are forwarded to the Commission’s District Office for additional processing following the exhibition period.

It is the duty of the District Registration Review Officer (DRRO), usually a lawyer with three years or more of experience, to examine and rule on the claims and objections.

Within 14 days, the EC must put the DRRO’s judgments into effect.

During the exhibition, the EC also presents certain lists, such as the Multiple Registration List, which covers those who have registered more than once, and the Exceptions List, which provides the names of voters who are excluded from voting. Before the changes may be registered in the National Voter Register Database, voters may need to visit the District Office for biometric authentication in order to make certain requests about voter details, especially those requiring biometric data.
