GRA suspends implementation of GH₵1 Energy Sector Levy

The Tariff Interpretation Order, which was meant to operationalize parts of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), has been postponed, according to the Ghana Revenue Authority (GRA).

Following stakeholder meetings, the Minister of Finance issued a directive that led to the decision.

Beginning on June 16, 2025, the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) on a few petroleum goods would have been raised under the postponed plan.

Later on, a revised implementation date will be revealed.

The Authority instructed all ports and stations, together with pertinent internal and external stakeholders, to take note of the postponement in an official statement signed by Mr. Anthony Kwasi Sarpong, the GRA’s Commissioner-General.

The Managing Director of Ghana Link Network Services, the National Petroleum Authority (NPA), the Association of Oil Marketing Companies (AOMCs), sector commanders, technical service heads, and the Commissioner of Customs have all received notice of the directive.

It is recommended that the public wait for additional information on the revised effective date.

Meanwhile the Minority Caucus in Parliament is opposed to the government’s decision to suspend the implementation of the controversial Energy Sector Levies (Amendment) Act, 2025, popularly referred to as the Dumsor Levy.

The Ghana Revenue Authority (GRA) has suspended the proposed levy, which was scheduled to take effect on Monday, 16 June 2025.

In a statement issued on Sunday, 15 June by the Minority Caucus in Parliament, it expressed condemnation of the decision to postpone the implementation of the levy just days before its scheduled commencement, describing it as evidence of a “chaotic and inconsistent approach to economic governance.”
