The Central Business District (CBD) and some major streets in Accra have been the subject of complaints from the Greater Accra Regional Co-ordinating Council (GARCC) regarding the unregulated activities and operations of freight tricycles (aboboyaa) and rickshaws (pragyia).
According to the GARCC, this has led to severe traffic congestion, chaotic scenes, indiscriminate packing, and other violations of traffic laws. As a result, it is necessary to regulate the movement of these vehicles in order to foster an environment that is favorable for businesses to flourish while also ensuring the comfort of travelers.
The GARCC decided to restrict the movement of such vehicles in the CBD of “Accra Metropolitan, Krowor, Korle Klottey, Tema Metropolitan, La Dade Kotopon, La Nkwantanang Madina, Ayawaso East, Ayawaso West, Ayawaso Central, Ayawaso North, Ledzokuku, Okaikwei North and Adentan Municipal” at its meeting on Monday, August 14, 2023.
Additionally, it was decided to “reinforce the ban on the use of aboboyaa on the motorway and principal streets” in the Greater Accra area.
The “use of party paraphernalia during regional festivals” was also prohibited. This prohibits, among other things, the raising of flags and the wearing of festive dress.
The Metropolitan, Municipal and District Chief Executives and their Presiding Members have consequently been charged by the GARCC to see that the Metropolitan, Municipal and District Assemblies (MMDAs) educate the public and then establish a bylaw to encourage the implementation of the resolutions.
The Regional Minister Henry Quartey said that the government will create a bye-law to forbid the transportation of “pragya” within the Region in two months during an interview with Kwami Sefa Kayi on Peace FM’s “Kokrokoo” program.
He made it clear that violators will have their tricycles taken away.
This, in his view, is necessary to ensure that the “pragya” riders do not continue to pose a menace on the roads because it is said that they are a major cause of traffic accidents in the Region.
“I’m issuing this warning because we’re going to make another bye-law very soon that would prohibit the movement of ‘pragya’ in the CBD and Tema neighborhoods. Therefore, if you plan to purchase any, decide to labor in the area of Amasaman and its surroundings rather than expecting us to observe pragya moving at Circle, Makola. We will confiscate it outright,” he declared.
