Parliament has once more addressed the Human Sexual Rights and Family Values Bill, 2025 commonly known as the Anti-LGBTQI+ Bill officially setting the stage for debate in the House.
The Speaker of Parliament, Alban Sumana Bagbin, has directed the Business Committee to schedule the proposed legislation for review, after establishing that it satisfies the necessary constitutional and procedural criteria for its reintroduction.
His decision was based on Standing Order 187(2), which requires the speaker to inform the House if a private member’s bill aligns with Article 108 of Ghana’s 1992 Constitution prior to its acceptance for introduction.
The bill’s reappearance on the Order Paper marks an important milestone in the legislative process, especially considering the vigorous national and international discussions that accompanied its prior approval.
Following the inauguration of the Ninth Parliament, Speaker Bagbin sent the proposed bill to the Office of the Attorney-General and the Ministry of Justice on January 28, 2025, for legal review.
The Attorney-General provided comments on April 7, 2025, and those remarks were later sent to the bill’s sponsors for their consideration.
The Committee on Private Members’ Bills and Private Members’ Motions conducted additional review and unanimously determined that the proposal met the criteria for formal introduction in the House.
Now that procedural obstacles have been removed, focus turns to the expected debate, which is likely to elicit significant responses from different segments of Ghanaian society.
