Five recently appointed ministers were sworn in by President John Dramani Mahama on Friday night, January 24, 2025, at a ceremony held at Jubilee House.
With this second round of cabinet nominations, there are now 11 ministers sworn into office.
The following ministers have been sworn in: Elizabeth Ofosu-Adjare, Minister for Trade, Industry, and Agribusiness; Ahmed Ibrahim, Minister for Local Government, Chieftaincy, and Religious Affairs; Emelia Arthur, Minister for Fisheries and Aquaculture Development; George Opare Addo, Minister for Youth Development and Empowerment; and Abla Dzifa Gomashie, Minister for Tourism, Culture, and Creative Arts.
After a thorough vetting procedure and lengthy discussions on January 21 and 22, Parliament finally accepted their appointments on Thursday, January 23.
President Mahama emphasized the important duties assigned to the appointees in his speech during the swearing-in ceremony. “Ghanaians have signaled zero tolerance for poor governance. You must prioritize transparency, inclusivity, and accountability in serving the people,” the president said. He emphasized that Ghanaians have high expectations and urged the ministers to fulfill their duties with zeal and dedication.
“It will not be business as usual,” President Mahama cautioned. “The people demand quick action after enduring poor governance over the last eight years. All eyes will be on you, and I have confidence in your abilities to rise to the occasion.”
The President also emphasized how his administration prioritizes inclusion and equity in appointments. He disclosed that 20 out of 75 appointees are women, making women 27% of his government. With guarantees that the final 3% will be met in later appointments, this moves his administration closer to the 30% goal established by the Affirmative Action Act.
Mr. Ahmed Ibrahim, Minister of Local Government, Chieftaincy, and Religious Affairs, spoke on behalf of his colleagues and thanked the President for the confidence he had placed in them. He promised that they would all put in a lot of effort to solve the problems in their fields and realize the government’s goals for the advancement of the country.
