Trade Minister swears in Cement Manufacturing Development Committee

Kwabena Tahir Hammond(KT Hammond), the Minister of Trade and Industry, has instructed the recently established Cement Manufacturing Development Committee to guarantee consistency in cement prices across the country.

Mr. Hammond emphasized the need for a comparable pricing system in the cement business to achieve price stability and consistency, drawing a comparison between the retail cement and petroleum sectors, where pump prices in the latter are identical nationwide.

In addition, he urged against large markups and emphasized the necessity for retail pricing to be fairly similar to manufacturing prices.

When he swore in members of the recently formed Cement Manufacturing Development Committee last Friday in Accra, the minister issued the directions. The committee is now in charge of regulating the cement sector.

Over the years, the sector has functioned without regulatory scrutiny.

The Ghana Standards Authority (Manufacture of Cement) Regulations, 2023 (LI 2480) required the formation of a nine-member committee to supervise the expansion and development of the local cement industry as well as to keep an eye on and coordinate cement manufacturing activities in compliance with the regulations. This committee was constituted in accordance with the regulations.

Francis Kojo Eshun, another member of the Ghana Standards Authority (GSA), is one of the nine members of the committee, which is led by Professor Alex Dodoo, Director-General of the GSA.

The remaining individuals are Ebenezer Kwesi Haizel of the Ghana Institution of Engineering, Saeed Foroco of the Environmental Protection Agency, Gyimah Mohammed of the Ministry of Environment, Science, Technology, and Innovation, and Kofi Addo of the Ministry of Trade and Industry.

Along with Dr. Frank Huber, who represents the Association of Ghana Industries, the committee also includes Dr. Mark Bediako, a cement manufacturing specialist appointed by the minister, and Bishop Dr. George Dawson Ahmoah from the Chamber of Cement Manufacturers of Ghana.
