We’ll set up 7-member committee to spearhead ECG privatization agenda – Energy Minister-designate

John Abdulai Jinapor, the Energy Minister-designate, has emphasized the necessity of the private sector getting involved in the Electricity Company of Ghana’s (ECG) operations in order to increase efficiency and improve power distribution.

Speaking at the Parliament’s Appointments Committee’s vetting of him, Mr. Jinapor emphasized the significance of a methodical and open procedure in order to accomplish this.

“We believe there should be private sector participation. What we intend to do is to form a 7-member committee, chaired by technical experts, legal aspects, financial experts, and some industry players, and even somebody from the consumer side,” On January 13, Monday, Mr. Jinapor said.

He explained that the committee’s task was to create a thorough framework based on international best practices while determining whether full privatization or a concession model would be more appropriate. Additionally, he promised that there would be no political meddling in the process.

“We will stay off as politicians and let them develop a framework in a transparent, open, and frank manner. Once we get the buy-in of Ghanaians, we can set standards using a Request for Proposal (RFP) or competitive tender process,” he added.

The government would not use sole-sourcing to involve the private sector in ECG operations, the Minister-designate made clear.

Rather, a competitive approach would be used, emphasizing local content and Key Performance Indicators (KPIs).

He clarified, “Our approach ensures a clear path forward, incorporating private sector expertise while safeguarding national interests.”

He added that the debt of the energy sector had grown to $3 billion.
