Finance Minister Ken Ofori-Atta has stressed that the government has no plans to revisit the Free Senior High School program in response to rumors that it may.
On July 25, 2022, Mr. Ofori-Atta underlined the government’s interest in human capital development when delivering the Mid-Year Review of the Budget Statement and Economic Policy of the Government for the 2022 fiscal year in Parliament.
“It has been at the core of our national transformation efforts since 2017. We have invested GH¢5.3 billion to enable 1,261,495 Ghanaian children access to secondary education under the Free SHS programme at the end of 2021 to improve access to education. Out of the 571,892 registered JHS candidates, 555,353, representing 97.1 percent, were placed into SHS this year.”
He said that the government is aware of the difficulties students in SHS have in obtaining and transporting meals and is working to address them.
In response, we have worked with stakeholders to develop a program that makes sure our pupils are fed and that schools won’t be disturbed.
As part of the infrastructure expansion at Senior High Schools, the government has also recently finished 17 other projects, including classroom blocks, dormitories, staff bungalows, and libraries to address the historic rises in student enrollment.
He stressed that the government will uphold its commitment to ensuring that everyone has access to an education.
Free secondary and TVET education is not being reviewed, and it is available from kindergarten through university without the need for financial support.

Due to issues with food supply, the Free SHS policy has come under fire.
Many had anticipated that the Free SHS program will be revisited as Ghana seeks assistance from the International Monetary Fund.
