2023 Budget: Gov’t orders MMDAs, SOEs not to gift hampers this year

This year, Municipal Metropolitan and District Assemblies (MMDAs) and State Owned Enterprises (SOEs) would not be able to provide hampers to people or organizations.

This is due to the government’s restriction on such expenses.

During the introduction of the 2023 budget to Parliament, known as the “Nkabom budget,” on Thursday, November 24, 2022, Finance Minister Ken Ofori-Atta made this announcement.

Mr. Ofori-Atta declared, “No new government agencies shall be established in 2023; there shall be no hampers for 2022.”

Additionally, he stated that starting in 2024, MMDAs and SOEs would not be permitted to print calendars, notepads, or diaries.

“There shall be no printing of diaries, notepads, calendars and other promotional merchandise by MDAs, MMDAs and SOEs for 2024,” Mr Ofori-Atta said.

“All non-critical projects must be suspended for the 2023 financial year,” the Finance Minister added.

The measure, according to the minister, is intended to reduce spending in light of the current economic situation.

He also instructed MDAs, MMDAs, and SOEs to decrease distribution of gasoline coupons and chit systems to government personnel.

“Government has approved the following directives which take effect from January 2023: All MDAs, MMDAs and SOEs are directed to reduce fuel allocations to Political Appointees and heads of MDAs, MMDAs and SOEs by 50%. This directive applies to all methods of fuel allocation including coupons, electronic cards, chit system, and fuel depots. Accordingly, 50% of the previous year’s (2022) budget allocation for fuel shall be earmarked for official business pertaining to MDAs, MMDAs and SOEs; ” the Finance Minister directed.
