Joseph Osei-Owusu, the first Deputy Speaker of Parliament, has publicly stated how deeply disappointed he is with the conduct and performance of the members of Ghana’s eighth parliament.

Joe Wise, as he is well known, said in an interview with Citi News that the current parliamentary session is unfocused, full of scandals, and has not prioritized its primary duty of enacting laws.

Joe Wise claims that the 8th Parliament has fallen short of expectations by failing to satisfy the legislative standards established by earlier sessions.

Joe Wise bemoaned the condition of the 8th Parliament in his speech, pointing out that the House has often been distracted by pointless and fruitless arguments rather than focusing on its main responsibility of enacting legislation.

In contrast to prior legislative sessions, the Deputy Speaker emphasized the low number of bills enacted during this one.

In both the number of significant legislation and lesser legislative tools, he emphasized that the legislative output of the 8th Parliament has been noticeably low.

“Let me say that I am disappointed in the eighth Parliament, generally. I said the other time that we have done very little in legislation. You can just take the number of laws and smaller legislations we have done. We have wasted so much time on inconsequential things, inconsequential matters. Our main job is making laws.

“You go and take the number of laws we have made in the last four years and compare with the other Parliaments and you see that the eighth Parliament has been the least.

“It has been full of controversy. Matters that previously we used to sit down and discuss and overcome and do, now we take them into fisticuffs and that is most disappointing to me.”
